The ConfigurationChanges type exposes the following members.

If set to true, the import will not check if the change already has been imported and always try to import it.
It is used in language pack files where strings are updated between (patch) releases

Dependencides to particular changes. If those changes are not already imported
the entire list of changes are abandonned during import.
